{"id":1889,"date":"2019-08-07T04:18:38","date_gmt":"2019-08-07T04:18:38","guid":{"rendered":"http:\/\/varuzhan.me\/?p=1889"},"modified":"2019-08-07T04:18:38","modified_gmt":"2019-08-07T04:18:38","slug":"istanbulpatriarchy","status":"publish","type":"post","link":"https:\/\/turkaget.am\/?p=1889","title":{"rendered":"A Good Clergyman, a Good Organizer, and a Good Politician"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/hetq.am\/en\/article\/105954\">source<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On July 4, by a two-vote margin, Bishop Sahak Mashalian was elected Locum Tenens of the Armenian Patriarchate of Constantinople.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mashalian garnered thirteen votes at the church summit. His closest\nrival, Archbishop Aram Ateshyan, who held the post of Patriarchal Deputy\n since 2010, received eleven votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The election of Mashalian signifies that after nine years of\n debate and meddling by the Turkish government, an election for the\n85th&nbsp;Patriarch of the Armenian Patriarchate of Constantinople can now\ntake place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three candidates are in the running for the post: Bishop Sahak\nMashalian, Archbishop Aram Ateshyan and Archbishop Sepouh Chouldjyan,\nPrimate of Armenia\u2019s Gougark Diocese.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By tradition, the election of the new patriarch must be held within\nsix months after the election of the locum tenens. If there are no force\n majeure situations in Turkey, the election will take place in\nSeptember-October of this year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why the nine year wait?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, the Armenian community of Istanbul has repeatedly\ndemanded that a new patriarch be elected, but the Turkish authorities\nalways refused. They based their refusal on a clause in the 1863\nArmenian National Constitution stating that a new patriarch may be\nelected only after the death of the current patriarch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, an election for the 85th patriarch only became a possibility\nafter the 84th Patriarch of Constantinople, Archbishop Mesrop Mutafyan,\ndied after a long illness at Istanbul&#8217;s Holy Savior Hospital on March 8\nof this year. Mutafyan served as patriarch since 1998, but was placed\nunder constant medical supervision in 2008.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2010, an election for a co-patriarch was scheduled , but the Turkish government banned it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the eldest clergyman of the Constantinople Patriarchate,\nArchbishop Shahan Svajian, resigned and the Religious Council quickly\nelected Archbishop Aram Ateshyan as acting patriarch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His appointment and continued rule as \u201cproxy patriarch\u201d angered many\nin the community who claimed that the Turkish state intervened in the\nelection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October 2016, the Religious Council finally officially retired Mutafyan as patriarch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This move, however, did not result in new elections. On March 15,\n2017, Karekin Bek\u00e7iyan was unanimously elected as locum tenens and\ntasked with organizing the election for a new patriarch. The Turkish\ngovernment backed Ateshyan, who had lost to Bek\u00e7iyan. The Turkish\ngovernment said it recognized Ateshyan as Acting Patriarch and that it\ndid not recognize the results of the Bek\u00e7iyan election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several tumultuous months later, Bek\u00e7iyan departed Istanbul, leaving Ateshyan as Acting Patriarch.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The importance of the Armenian Patriarchate of Constantinople<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Varuzhan Geghamyan, a lecturer at Yerevan State University&#8217;s Oriental\n Studies Department, says the Armenian Patriarchate of Constantinople\nis, first of all, a hierarchical chair of the Armenian Apostolic Church\nand is symbolically and spiritually important. Second, it is the\nprincipal representative of Armenians in Turkey, primarily in Istanbul.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/turkaget.am\/wp-content\/uploads\/2019\/08\/d580d5a5d5bfd684-d5bad5a1d5bfd680d5abd5a1d680d684d5a1d680d5a1d5b6.jpg?w=723\" alt=\"\" class=\"wp-image-1886\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Considering the absence of diplomatic relations with Turkey, the\npatriarchate represents Turkey\u2019s Armenian citizens and migrant workers\nfrom Armenia. Finally, the Armenian Patriarchate of Constantinople is\nthe only structure that is authorized, or seeks such a mandate, to serve\n as the representative of the Armenian heritage remaining in Turkey,\nincluding Western Armenia, and standard bearer for loftier pan-Armenian\ninterests.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Internal tensions at the patriarchate<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As to the question whether the patriarchate has been able to fully\nperform its functions over the last ten years, given the allegations of\ninternal chaos and tension amongst the local clergy, Geghamyan responds\nthat given the patriarchate\u2019s importance, any development in the ground\nhas several layers, including the public relations factor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Geghamyan, who specializes in Turkish studies, one\nof the reasons for the divisions in the Istanbul Armenian community\nisn\u2019t only who should be elected the new patriarch but also a rethinking\n of what the post should be and its future policies. This question\nbecomes all the more relevant given the deep divisions in the community,\n conditions of distortion, which are often artificially incited by the\nauthorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Geghamyan&#8217;s opinion, the current situation should have led to\ninternal community debate and negotiations, culminating in a new\ncandidate or the drafting of an agenda for the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, we have witnessed a situation where unhealthy competition is\n the norm. Geghamyan draws attention to the &#8220;input&#8221; of the Turkish state\n in all of this, and the damage it has caused to Armenian communal life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Community resources were not concentrated on planning for the future,\n on ongoing programs, or resolving intra-community problems. In the\nmelee, matters of real import were often given short shrift.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, Geghamyan believes the community is now close to resolving the matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The Patriarchal Seat of Constantinople has been and remains an\ninstitution which plays a crucial role in the context of the Armenians\nof Turkey and overarching pan-Armenian issues,&#8221; he notes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Who should the next patriarch be?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Geghamyan believes the next patriarch should be a good clergyman, a good organizer, and a good politician.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Geghamyan argues that the next the patriarch should be a good\nspiritual leader who understands the importance of the Constantinople\nPatriarchate. Being a good organizer is essential because the Armenian\ncommunity of Turkey is not only centered in Istanbul. At issue is a\nwider cultural and historical legacy in this most complex of countries.\nNaturally, it is also important that the future patriarch has the skill\nto correctly position the patriarchate in its relations with the Turkish\n state. It must not damage the Armenian community nor Armenian\ninterests, but rather push them to the fore.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why should the patriarch cooperate with Turkish authorities?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Archbishop Aram Ateshian enjoyed the support of the Turkish\nauthorities for many years, and he never hid the fact that he enjoyed\nrelatively good relations with them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, is it possible that the Turkish state will interfere in the upcoming election for a new patriarch?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Geghamyan says the preferred candidate should be acceptable to both\nthe community and the state because, unlike other Armenian communities\noperating in other countries, the Armenian Patriarchate of\nConstantinople is also of great political significance for the local\nauthorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s to say that any activity in the patriarchate, is at the very\nleast being monitored by Ankara. This, in turn, leads to many in Armenia\n criticizing Ateshyan, saying that he is working with the Turkish\nauthorities. But, in reality, no other option is possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Geghamyan says that all the Armenian patriarchs of Constantinople\nworked in a similar manner, way, cooperating with the Turkish\nauthorities. Otherwise, the Armenian community in Turkey could not\nfunction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He says that anyone researching the activities of past Constantinople\n patriarchs, will note that many were skilled diplomats who kept the\ncommunity functioning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Coming to the important question as to whether Aram Ateshyan can be a\n possible heir, from recent events, we see that he is not an acceptable\nindividual for the whole community. The past elections for locum tenens\nproved this to be true. He did not collect the necessary votes. And who\nwere the voters? They were members of the Brotherhood, who had seen him\nwork for ten years as locum tenens? Mashalian&#8217;s election implies that he\n is considered a more desirable candidate. It is also important for the\nTurkish authorities that the likely candidate for Patriarch be someone\nwho is acceptable for a larger audience. Therefore, in this case, we\ncannot say that the Turkish government categorically supports Aram\nAteshyan. Yes, he has the most intimate ties with the government, but it\n does not hinder other candidates,\u201d Geghamyan says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As to the observation that in 2010, Archbishop Sepouh Chouldjyan\ncould have become co-patriarch but for the intervention of Ankara, which\n backed Ateshyan, and, thus, whether the Turkish state can intervene\nagain at the last moment, Geghamyan says that all the announced\ncandidates have support in the community. Chouldjyan is not perceived as\n a foreigner in Turkey. He was born there and has kept his connection to\n the community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The Turkish government will definitely contact all the candidates,\nwhich implies some negotiation and conditions. But, as to the question\nwho who can satisfy those conditions, nobody can say for sure. If one of\n the candidates has absolute community support, the Turkish government\nwill take that into account. That is, it\u2019s not a one-sided game, but a\nlong process, otherwise the government would long ago have nominated\ntheir favored candidate and the issue would be closed.
